how hard is it to install hks 264 cams, springs and head gasket and does any one know of any washington state tuners or shops of good quality. I'm not sure I could do the work my self.

Is an hks head gasket a waste of money.
 
You have to do a timing belt job, and if you want to do the HG obviously take the head off.
Talk to Andreas Santosa 253-638-6722. He has a miller valve spring compressor tool that will let you replace the springs without pulling off the cylinder head.
If you haven't blown your HG yes.
