v3 not connecting, research done and still stumped

I have a 1998 GSX with V3 eprom and V3 cable. I try to connect and get the no response received message. When I plug the cable in with the car on, you can see the cable flash and with device manger up you can see COM3 port come up. Under config connection...on ecmlink I have v3 - 2g and com3 port selected so that's good.

I went to the OBD2 port and pin 16 has 12 volts if I ground to the car. If I try to ground through pin 5 it will not produce 12 volts but there is continuity between pin 5 and any ground on the car...so that makes no sense. Also pin 1 is only putting out .2 volts. It passes continuity test from pin 1 on obd2 port to pin 56 on ecu. Could this be a bad ecu? I can pull codes with my obd2 scanner. Also the CEL comes on when you turn the car on and shuts after after 5-10 seconds.

Nobody knows a fix for this, Please help this car has been down since jan 2011, I just changed my whole setup and im ready to hear her run again

No body has ever had this happen before, Do you think that maybe the wire that goes from the ecu to the obd2 is shorting out some where, could this be why I cant connect.

You have the correct drivers for the cable right? I thought I did but didn't, also I ended up with a bad cable. ecmlink fixed sent a free replacement for me.
