Failed smog do to OBD not having power.. wtf

Ok well I've been battling getting my 98 GSX smogged for about 2 months now and I when I think its gonna pass it doesn't..

Took it in yesterday to have it smogged and it passed the visual and the sniffer but when he went to hook up his OBD reader he said the port wasn't producing power like it should be and that it automatically fails because of that.. I don't know what to do, they said pin16 can be the problem but I'm not good with wiring etc and I checked the pin16 and all the wires around it and they looked fine I'm completely in the dark now.
 
trace all wires to where they go and check their continuity.
 
might have even been his obd scanner unless CA uses some mandated softwrae setup (only reason i can't bring myself to move there LOL )

I know my scanner connects to cars that others don't and others will work on some cars when mine wont so it could be his cable/scanner etc..

Best thing to do is check the power at the pin on the other end of the wire (obd connector) and if there's opower and the groiund has ground then tell him you have power and he should try adn hookup again and if it still says "no power" then tel him he needs to check his equipment

Ya I'm thinking about just bringing the meter in with me, because the guy was kind of a dumbass too he kept fiddling with shit on my car after and then none of my accessories worked for like an hour after I went and got it done. I thought my shit was fried.

last time i went to get my DSM done i pulled up to the test kiosk i had to back up a ways because the one i pulled up to the guy told me wouldn't work with my Mitsubishi and we had to use the other machine. and i had to take my Subaru to the dealership because the test station at the big o tires wouldn't read my car at all. you might just need to take it some where else.
 
radio fuse under the hood. Its the two fuses in that little yellow cage, if its blown, the OBD port wont connect.

I'll check that today, yesterday I was driving and a lot of stuff just stopped working and my horn started blaring and wouldn't turn on and I popped the hood to disconnect with battery and when I messed with the terminals it stopped. I was like wtf??

Ok well I got it taken care of, I was going over my whole harness and could not figure it out and realized the 4 white wires that go to the positive terminal were all corroded as hell so I cut them all and rewired them into the terminal and now everything is working great.

Now my OBD port is reading power, I'm holding steadier volts, no shorts or problems, and no slow drain. I couldn't be happier except for the fact that I went to get my car smogged again and when they tested the OBD since I had the battery unhooked my OBD readiness tests were incomplete. Not all of them, just 5 and he said one won't go away till the car has been completely cold and gets started again. Now I guess I have to drive about 100 miles for them to go away, and so far I've only driven about 50 since I unplugged the battery. What a PITA!! Anyone know EXACTLY how long they will take? What I can do to make them ready faster?

Anyone know anything about this?

Well I've driven about 200 miles now and the readiness tests are still showing that 5 aren't ready, I'm taking it in tomorrow and if it doesn't pass I'm going dirty smog. I don't have another choice..
