^ The only tool you really "need". The rest can be done with improvisation.

You can collapse the tensioner carefully using a bench vise, and hold it in place with a drill bit until you're ready to pull the bit/pin once the eccentric is tightened. The belt can be held on the cam gears / cam gears can be held in alignment with zip ties.

The eccentric tool is an absolute necessity.

The reason I state that tool is a necessity is because I've been there / done that about 50 times both with and without the proper tools. The eccentric tool is the only way you'll be able to hold the pulley in one place so it doesn't turn while you're tightening the 14mm pinch bolt.
