Fail State Ref 5 Years Ago, Want to drive car again

My car is a 1G GSX and I failed a smog ref in Orange County 5 years ago and they gave me a 2 page list of everything that needed to be fixed. I moved here from Ohio in 2004 and since smog was not enforced there, pretty much everything on my car is modified from Intake manifold to turbo and all emission equipment is gone. I have not driven the car since it failed and it is registered as non op. I want to drive this car again or I may be forced to sell or part it out. My parents do live in Ohio and I was thinking of signing the title over to them so they can register it in Ohio and I can just drive it over here on Ohio plate, but the only issue with that is I have a CA DL and the car was register in CA at one point by me and deemed a gross polluter after 2007, so I am not sure how that would go over if I got pulled over. Also I don't know how you sign a non op car title over to someone out of state.

Is there anything or anyone that can help or give me some insight on this, less of turning everything back to stock which would mean a complete tear down of everything. Please let me know.

when you transfer a title to a new owner, specially out of state the title will be redone to the "new" state regulations and laws. for example:

if i buy your car with your current title, I take it to the dmv here in tennessee and they will issue me a clean title w/o any fog/emission BS restriction as its not required here.

so if you drive it back to cali then you are good, regardless of past history with the VIN. going back to stock is way harder then to transfer titles.

best to check with both state's DMV's as they are the perfect source of true information.
 
The CHP officer that pulled me over said I smoked my tires through a yellow light, which was not possible with amount of throttle I gave it to get through the light at a roll. He most likely saw excess smoke from it running rich. So he gave me a ticket for unsafely going through a yellow and had me pop my hood and then gave me a fix it ticket to go to a smog ref. At that time I was rather new to how all that worked so the next day before I even went to court I went to a ref and failed with flying colors and they gave me a 2 page detailed list on what needed to be fixed to pass. Went to court a few weeks later and the judge asked if I went to the ref and I said yes and it failed, so he said just pay the ticket for going through yellow and I went to driving school to drop the point. He never mentioned the ref or paying anything for that, so I bought another car and my car has been sitting ever since. I mean even if I can pay a fine for the ref I had 5 years ago I still need to register my car and it will have to go through a ref since it is a gross polluter. I am thinking I am screwed on ever getting my car registered in CA unless I pass the smog ref. Is there any other pointers that can help me here or is it just registering it out of state or put it back to stock to pass the ref?
 
just live somewhere without smog bull crrap LOL i live in iowa they could care less
 
Honestly Cali just keeps getting worse. I am considering moving out of state. Police have been cracking down on modified cars for the past 2 years more than they have in the past due to California being broke and the only way to get their pay check is by handing out tickets. Its sad but true. One police officer even went as far as to tell us that his happy that their are people like us around because he gets paid over time.
 
If your in L.A the police officers don't even get over time any more and they don't do as much too....
