Headlight Adjustment????

I had some projector headlights put on my car when I was getting it painted but they are not adjusted. The bubble is not center. What do I do to adjust it so I can get the bubble in the middle???

my step dad is a machanic and he told me that the bubble is for show and they are wrong and to just put it on and look to make sure it is level .
