water neck removal

Hey, i recently baught a 99 gst with a striped down motor. The guy had a 1g water pipe on it and i want to take it off to put the 2g water pipe back on. When I was going to pull it off there was like a band on the small pipe heading back the to the firewall. Anyways that band goes all the way around the pipe then on both sides gets pinched in between the block and the tranny. There don't appear to be any bolts around that strap it just just gets pinched from what it looks like. I backed off the the top tranny bolts and that didn't do anything.

So how do i get that sucker off? pull the whole damn tranny off

-That mean the tranny and the motor isn't line up straight, it's better in the long run that you loosen the tranny and get the hose out.
