Boost creep with external wastegate?

After having my HKS External Wastegate plumed back in to my downpipe the thing boost creeps up to 19psi (it's set at 8). Do you think the pipe they used is too restrictive?

Usually its LESS restriction that causes creep. Can you up the boost and see if the creep goes away, or are you awaiting mods to do so?

When it was venting to the atmosphere (NO restriction) it didn't even try to creep.

Well I had to remove the A/C fan (I don't have A/C anyway) but I got the dumptube redone - it's 1 1/2" all the way from the wastegate to the downpipe and it still creeps a little - about 2psi in 3rd gear, 1psi in 4th gear and 0 in 5th. But I can live with that.
