my car cuts out when i get around 3 plus rpm, when turbo kicks in

when i get around 3 to 3500 rpm the car cuts out and it sounds like the wastegate or something is relesing all the preasure, but the turbo doesn't kick in it just sounds like everything is getting dumping out. Any help would be great thanks.
