Ok, so after removing the battery of my vehicle and then placing it back in after the work I did, my car now idles at 3k's solidly, not good. I dunno if this is an ecu problem or what....the reason i had the battery unhooked was i was doing a MBC/BoostGauge install...I put a guage in first and the vehicle ran fine...but the mbc in and it ran fine..tweaked it and it seemed like the boost was set too high.lowered it and so forth...so i reset the ecu and after that the problem started where the rpms shot the heck up right away and it wont lower period..I checked all my lines and my install is clean and solid so im lost. The one thing i noticed is that there seems like there is a little slack on the ThrottleCable and im not sure if it should be like that....
 
Yes, there should be a scooch slack in that cable.
Can you push the throttle plate lever closed [with your fingers] any farther than it is resting now?

Sometimes the ISC motor gets flaky with age. There are testing procedures... I THINK in the S/M. It involves using an ohmmeter and checking that set of motor coils. There should be 2 sets of three lugs. You should find 4 combinations of connections that all read about 30 ohms. If one of them is open [reads high or infinity] then the ISC could be a problem.

The only way that idle rpms can be high is if air is getting into the manifold. It can be because the throttle plate isn't closing all the way, or the ISC is letting air 'bypass' the throttle plate, or the cold idle air valve is screwy, or there is a vacuum leak [hoses, gaskets] or, or, or... the list goes on!

Inspect all the stuff that you were near when you did your work.
