Only Able to Boost 12 Lbs. MAX with Wastegate Disconnected

Alright I just first want to say that I dont usually drive with my wastegate disconnected... But anyway I have a 1990 Talon TSI AWD. I bought it with about 96k and it was bone stock so I put on a Starion FMIC, took out the Lower Honeycomb in the MAS, got a boost gauge and put on a Manual Boost Controller. I set the boost controller to about 10 psi for just cruisin around but I had a race the other day so I figured I would try to get like maybe 15 or 16 psi out of it. And even with the boost controller set as high as it goes it went to 12 psi no more no less. So I tried disconnecting the Wastegate all together to see if it is the boost controller causing the problem and sure enough it still maxed out at 12 psi. What could it be???????? Any Ideas????

This might be a really stupid answer, but then it might not. You should check for leaks. Check all your pipe clamps. Check all your little vaccum hoses. With enough pressure, you would probably start to force it out in the atmosphere, instead of into the TB.

I dunno if it would be a leak because it is So consistent I peak at like 12 lbs EVERY time but Ill check for leaks. Does anyone got any tips on good ways to check for the air leaks?
