just finished swap, high idle

After a full week of doing this swap by myself, I'm finally (sort of)
done. Once I figured out the firing order and got the car to start
it now runs. But it idles starting at 1k, and the warmer it gets the
higher it seems to run, idle got to as high as 1650. I have a 95 gst
and installed a jdm block, removed balance shafts, early US oil
filter bracket, thermostat housing, intake, and tb, etc. At the
moment I have the have the idle set at tdc according to the timing
marks and the light. And it runs and drives fine, just idles high.
The throttle cable is loose to the point to where there is a bit of
slack. What can I do to fix this? Also, on the backside of the
tb... there is the plug with a terminal on it, what is that? I have
a friend with a 95gsx who'd already done the swap and spent the
weekend finally putting the 1g head on. His car is doing EXACTLY the
same thing. So anyway, thanks in advance for any helpful info you
guys can give me.

check your IPS, idle position sensor, sometimes i have seen where the sensor itself was too far down, and prevented the flapper from moving all the way back to home. there is a nut that you can loosed and move it up/dwn.

is your throttle body a jdm too?

and it sounds like you are talking about the ISC, idle speed controller connector. am i right?

else i can think of is how the JDM throttle pos sensor, plug was on the back of the TB.

No, the tb and intake are US 1st gen. It has the tps on front, the isc behind and sorta beneath, and right next to the flapper spring is this plug with a single flat blade terminal on it. And I know that normal idle is around 800, that's why I said in the original post that it starts around 1k and works its way up to around 1650.
 
the flat blade is the idle position sensor,
which is what tells the computer to idle.

if you look at that sensor closley, you will see its just threaded into the bracket on mine, it was threaded down to far, and held the flapper open a little.

have you tried to set the base idle?
by grounding the plug, and jumping pin 10 to the negative?

do you have surging idle? or just raising idle.
