The eclipse seems to be taking to long to build boost but its geeting there, and it makes a loud squeeling sound, like boost is leaking out of somewhere. But I replaced the IC, Wastegate actuator, BOV and pipe. still no change. Could my turbo be bad? No shaft play though.....

Diagnosing sounds is pretty iffy at best. I'd check the belts, you could spray som WD40 at them and see if the sound changes or goes away. Sometimes a 3' piece of hose can be pressed up to your ear and the other end moved around the engine compartment to get a better location on the source. Do be careful and not get it wound up in one of the belt pullies. It is possible that one end of the turbo shaft is ok but the other is worn. I've used a canister type vacuum cleaner with the hose on the exhaust to act as a blower to spin a turbo when compressed air wasn't available.

At the moment all I can suggest is the listening hose mentioned before. You may have to have a friend operate the gas pedal and hold it constant while you probe around for the noise. An old section of garden hose will work and the harder the better. Some mechanics stethoscopes will allow you to remove the probe so you then have a small funnel to help direct the end.

In all probability it's going to be one of several things. Throwout bearing, turbo or related leak, power steering pump, water pump, alternator bearings, or air conditioner pulley bearings. I have heard whistling sounds coming out the exhaust from a damaged muffler.

If you think it could be a vacuum leak but can't find it, then get an aerosol can of carb/choke cleaner and spray intake gasket and related hoses in short bursts. This will cause the engine (idle rpm) to change if you have a leak. Dont spray at exhaust for it could catch fire and don't spray at the air cleaner intake for that too will cause the speed to change. Let us know what you find.
