boost gauge problems???

the boost gauge reads at 20 psi at full throttle. i have adjusted the boost controler all the way out and all the way in. no matter what i do it reads 20 psi. is it normal and its an autometer boost gauge.
 
assuming your 'boost controller' is MBC(manual) I would say you have it hooked up backwards; this would cause it to never open the wastegate therefor running full boost all the time.
 
are u sure u are not looking at that vaccum side of the gauge. the needle usually rests on around 20 to the left at idle. boost is the right side of the guage.:dsm:
