BOV opening part throttle

OK, i installed a dejon tool boost controller and upper intercooler pipe. First off no matter what i set the boost controller to it spikes an extra 2 -3 psi. The thing that has me a little bugged out is how the bov sounds like it's opening up every time i come into boost but not full throttle. I can hold the boost at say 10 psi and hear the noise but as soon as i floor it the sound stops. Check my profile for mods.
Any help would be appreciated.

Thats because it is open. Read up on how the vacuum system works.
