no volts from o2 sensor

I have an Apexi Turbo Timer that reads the O2 volts. Problem I am having is that it stays .01 to .08 volts. The most it will ever got to is like .3 volts. It worked fine until I installed my 3" downpipe and exhaust. I checked all connections and everything and it was fine. The car generally runs ok, but not like expected on boost. (my friends car has the same setup as mine, except a small 16 compared to my evo, and pulls much much harder.) Is it possible the o2 sensor is bad and is causing the car to pull timming? I have alogger, but having problems with it connecting.

Make sure that when you were attaching the logger that you didn't bump some wiring... The O2 wiring is right next to the OBDII connector. You bump that and your O2 value drops to near 0, the car goes rich, etc. BTDT

I actually went down to the parts store and installed a new sensor. It seems to have fixed the problem, as my volts are reading normal again. I haven't taken it for a test drive yet, but I am hoping this was the reason for the sluggish performance. Would a bad o2 have anything to do with WOT?
