why doesnt my cyl #4 plug seal? im throwing CELs all over the place when boosting cuz of cylinder misfire. new plug wires? or what?

well when i check the plugs, the first three pop off cuz theyre vacuumed down tight. but when i get to #4, the thing just pulls right off as it if it werent even on there.
