Low fuel pressure

Ok so I installed my new EvoIII 16g because my 14b went bad. Not long after my car started running lean at 10 pounds of boost. So I installed 550 injectors and I already have a 255 pump in the tank. It still runs lean at 13 psi. I am unable to turn up the base fuel pressure on my afpr, it is at 36 pounds and will not go any higher at idle. I am thinking that it is not going up under boost either causing me to run lean. What could cause this? Thanks in advance.

I can turn the fuel pressure down as far as I want. But when I turn it back up it stops at 36lbs. Could it be fuel pump, afpr, bad flow. There are no leaks anywhere as far as I can tell.

clogged fuel filter? pinched hard line from tank to FPR (feed line)?

There was a small leak in the hard line coming off of my puel pump housing. I fixed that and everything is back to normal.
