No power steering before 2K RPM

I installed a new rebuilt PS pump, re-filled the reservoir with Dextron III oil and blead it per the manual instruction (lock to lock several times while jacked-up and engine reving at 2K+). While driving, it is heavy to turn when the engine is running below 2,000 RPM which I needed it the most. Pass the 2K is light to steer. Anyone had this type of problem before and got it fixed? It seem like it is not regulating the same pressure. Thanks in advance.

where did you buy the rebuilt pump? Is it oem specs or is it supposed to be better?

I bought it from Shucks Auto Supply and it has the same marking as my original one. It is supposed to be an OEM replacement part.

Sounds like a bad pump. Return and re-try.

Their replacement pump supposed to arrived today at 3:00PM. Hope it is a good one, otherwise I'll just order a seal kit for my original pump. Thanks.
