ECU Issue, need opinions.

This past weekend I finished my new motor install. The motor has been out of the car for 2 years during my slow and steady rebuild.

my questions is,

I tried to start the car with an EPROM ECU /w DSMLink installed, It would turn over, but not even try to start. It seemed like the injectors were not firing. I sprayed some starter fluid and the car turned over for a second. (so Ihave spark and air just no fuel)
I switched back to my stock ECU and stock injectors(had 1000cc ones in originially) and the car was turning over but not catching. I adjusted the CAS a little and the car started up.

my question is, does this seem like a bad ECU? I bought the EPROM ECU off of someone on trader that said it was working, but I have never used it in a running car.

also another symptom is that the stock boost gueage, does not jump to zero with the key in the ACC position with the EPROM ECU, but it does with my stock one.

Any opinions on the ECU or things to do/check?
