Ok here's my question. when i do a cold start on my car, it idles fine for like 30 seconds then it starts to idle rough. I checked my timing marks at the 3 and 9 o'clock positions and they look to be just off by a tooth but i'm not sure. So if your timing is off by a tooth would'nt it idle rough from the start or does this sound like sensor issues because it is fine for the first 30 seconds? By the way it was idling horrible until I took off the throttle body and cleaned it. Now like I said it does it 30 seconds after I start it up.
 
Make sure that you are connecting the test leads to the right spot on the muiltmeter. One leads goes into the comm and the other goes into the ohm or voltage spot.

On another note I fixed my idle surge but rebuilding my TB replacing the BISS and all gaskets.
