Possible fuel pump problem

My problem is my car doesn't won't to boost over 10psi right now. I think it might be the fuel pump because it only goes to about 31 psi at idle right now. When I give it gas, it falls in psi. I checked to see if I'm getting good voltage to the pump, changed out my fuel filter, I've even pinched the return line to see if the pressure would go up, and I've got no results. Does this sound like a bad pump? I think it should be 37 at idle or so, right?

Oh yea, I already did a boost leak test also.

With the vacuum hose disconnected, it's supposed to hover between 35-38 PSI. The fuel pump could be the cause of fuel pressure not rising with boost, but more than likely it's your FPR.

Have you checked the wastegate actuator? I had a smiliar probem and it turn out the actuator was broken. You could actually pull out the rod from the drum, allowing the flapper to open above 5 psi. The flapper couldn't stay shut because it wasn't actually connected to the actuator.

Thanks Wizeman76 and Avionixx, I'd already checked the WG before and the bladder on it is good. I also looked into AFPR before, I thought this was the problem also, I called the Holley tech line and they suggested they told me to look at the fuel pump. I don't think the diaphragm on AFPR is busted because I can adjust below 30psi, just not above it, also the vaccum line doesn't smell of gas. I'm probably going to get a new one sent (diaphragm), along with a new fuel pump. I just wanted to see if anyone else had experienced this before.

Okay guys, here's the update. Got the new pump in yesterday, and the car is running beautifully now. Thanks to all that had any input and advice.
