Engine gettin stuck.

I just purchase a 95 tsi awd and when i go to crack it, it will spin then get stuck and the starter will make a nasty grinding noise, I tried to turn it by hand and i will turn and then get stuck, I know that valves will do that if it skipped timing, But will a seased balance shaft cause that also?
