bogging out at high rpms

I have a 1997 eclipse gsx and when i am driving I like to get on it once and awhile , and it bogs down for a second at high rpms and then its got power untilr like 4 or 5 grand it bogs in every gear .. wondering if u could help

Maybe its fuel cut. What are you boosting at not what the factory guage says either. they are so inaccurate.

I am running at 16 pounds of pressure to the turbo, thanks alot
