Car is very slow after rebuild

First off I seized my motor so I rebuilt the motor and this is where I stand now. The car is very hard to start and when I take it down the road it is very very slow. We checked the timing over and over and it is right. The oxygen and knock sensor are brand new just for reference. I borrowed my brother dsmlink ecu to see what was going on I dont know how to tune or what to look for but I have been comparing them to others and it looks way off. I just sat in the yard and revved it up at around 3900 rpms I was getting 4.9 degrees of knock and 38 degrees of timing now what can cause this? I have heard that knock is from not enough fuel but I and not sure what all of this means some one please help me I have searched high and low.

the timing is dead on and it has good compression but mostly i was just wondering if my timing degrees from the log were normal or not? they seem to be very high and how can i change this?
