High Idle even after engine is warm?

I have been through several different forums and have not been able to figure this problem out. I have a 93 Talon ES 2.0 Nothing fancy has been done to it except for a cold air intake, header, and custom exhaust. Since the weather has been warming up, my car has been idling a lot higher even after it is warm. It sits around 1300 to 1500. In the morning, it idles to 2000+ then drops down as though it is surging. I have figured out how to bypass that by unhooking the IPS. When the car is warm, i can hook the IPS back up to ensure all sensors are working properly. The check engine light is not on.

Things i have tried :
New O2 sensor
New IPS sensor
Adjust timing to 5 BDC as the book states.
Adjusted TPS to book specs
Checked all vaccuum lines for leaks and ensured all were routed properly
Replaced Fuel Pressure Regulator with new one.
Cleaned Trottle body and EGR thoroughly
Double checked timing belt tension and alignment.

Have you checked your throttle cable/linkage? The throttle is definitely returning to rest? You’ve probably done this already if you’ve been replacing the O2 sensors and all, but try to reset the ECU by taking off the negative side of the battery for half an hour. When you put it back on, start the car and run it with the AC and lights on and just let it idle for 10-15 minutes. This worked for my girlfriend’s idle problem on her 3rd gen.

I have checked the Throttle cable and it has about 1/6 inch play at idle. I have reset the ECU 3 times by disconnecting the negative terminal all night for 3 nights to see if that had and affect. I have no A/C, so that would not work but I have put a load on the car by running my lights and my system for awhile to see if the idle changes or the lights dim. I have a 5 farad cap hooked up to my amp to help the electrical surges from burning out my alternator.

Test your ISC according to your manual, and make sure you dont have a vacuum leak. Do a search on how to reset the idle, this probably wont solve the problem but hey you never know.
