Ok i have a 96 eclipse. Every sense i purchased this car its had this problem. It idles real high i dont know what grand its idleing at due to there is no tech which it was removed previously. Heres the deal the owner put a handheld computer on it an it passed with the map sensor disconnected it even passed when pulged in. When plugged in it idles even higher sounds like its at 4grand. Disconnected its more like 2grand an when dirving it, it will grind 1st,2nd,3rd 4th an 5th are fine but it will idle down the highway 65-70 prob dont even need to touch the gas. Took the car to the garage they ran it an said the computer wouldnt even let them in so they think the computer is shot, which i replaced it with a 96 avenger ecu still same problem. So any ideas what it could be maybe a vacum line or the intake gasket?

Seems to me like you have a massive leak into your intake. I would check the throttle body gasket first. Also check that the map sensor is fixed to the manifold properly. Intake gaskets? Vacuum lines next.

Is your throttle closing all the way? Cleaned your IAC?

After you have checked for leaks, try unplugging your IAC and starting it. If it stalls or idle's low, it may be your computer or a related electrical issue. If it still idles very high, then you have a leak that you missed.
