Can anyone who understands how H3 bulbs work help me out?
My passenger low beam wiring harness melted after the bulb over heated. Since the harness couldn't be fixed, I purchased and installed some projectors.

Now with the brand new projectors, my passenger side low beam H3 bulb will not work (the very same side in which the low beam melted). I've checked the bulb and even used a circuit tester to see if the bulb was getting power. Its a cheap little circuit tester but it still lights up that it has a current. I touched the tester to the back of the bulb that wasn't working and it light up, showing that it has a current. Touch the driver side bulb that does work and it lights up as well.
Keep in mind its only the passenger low beam, the high beam and turn signal work. The drive side is fully functional (turn signal, low and high).
So how is it that the bulb is receiving power but the it will not light up? Could it be a relay problem? A fuse even? I was told by my local Mistubishi dealer that one relay/fuse controls all the lights. If a relay or fuse has a gone bad all will not work. So is this a wiring issue in the projector housing itself or? Its just soo freaking confusing that the damn this is getting power but doesn't light up.
