Low Beams not working , Its not the obvious

So , I had my low beams working fine , then a complete rebuild was done and engine totally pulled out , dsmlink , maf etc , so some stuff might be "unplugged"

Keep in mind , all blinkers etc work , high beams work , int dash lights come on .

The mechanic i took it back too couldnt figure it out .. Alough I doubt he even bothered looking . He did hook up fans wrong and blew some stuff .. my 80a fusiable link was pretty much shot but still melted to a point where it was "connected" .

I tried numerous bulbs at different times during this process , 9006 and 9004 . Low beam relay has been replaced , Driver side under dash fuse was replaced ( with reccomend amp ) .
Still not working , Decided to get the whole switch assembly and replaced that . Still not working . The plugs are plugged in ( the connector going to it is gray ) and it just traced back to the main harness and to under the relay panel.

Any ideas of what could be wrong? is there some weird connection I am forgetting? .. what tests can I do?
 
I would clean up any corrosion on the bulb sockets and connectors, Then I would check all the other bulbs, sometimes the filaments can burn together instead of burning out and cause all sorts of weird problems.
 
Ended up being the low beam ground ( works like a switch to the highbeams ) was not connected . After the install he used grounds for "different" areas that did not belong there and left some grounds unplugged.

Issue is semi resolved as im using the radiator support bracket for a ground untill i can find which one is not connected
