93 N/A Laser Reving Steady at 5k

Ok, a friend of mine has a 93 laser N/A, It had A Intake Manifold Leak, He tried Tightening the Bolts but i think he messed up the gasket more, and now it has a bigger leak, when you start the car it automatically revs up to about 5 grand

than wouldnt common sense kick in and tell you to change the gasket, it only costs about 15 dollars at any parts store.
