hesitation

Ok I have this hesitation while accelerating in first and second gear. It will get to about 4000 rpm and it doesnt want to accellerate anymore. but in 3rd -5th it acts fine. what could this be? It's a 91 talon awd tsi

Plugs , wires , not enough fuel .

Do you have any tuning/data-logging capability? What do your numbers look like?
Was your car tuned after the new turbo and FMIC?

High(er) RPM hesitation can be attributed to several things; however, generally speaking, fuel and spark are the most likely culprits. That being said, more info is needed to properly diagnose your car.
