Rear Seat belts don't work

I have an odd problem with my rear seat belts. The belt clasp (right word?)(the plastic part that we clip our belts into) on both rear passenger seats is facing horizontal. What I mean by this is that instead of the clasp coming up at a 45 degree angle so the passenger can buckle in it is instead more or less perfectly horizontal. I'm at a loss on how to return the clasps to a 45 degree angle so that someone can actually ride in the back. Any help would be great.
 
Did you check to make sure they're installed the right way. If I remember correctly, on a 1G, it would be possible to put it in upside down. Take the back seat out and investigate that way (its not hard to get out).
 
I just went out to check how mine move and noticed that one wouldn't come down from the normal 45* position. What it took to move was pushing it to the side, then moving it down.

The seat belt receivers/female ends swivel two directions: side to side about 20* and up and down about 45*. If yours are laying flat inside the rubber sleeves, try moving them side to side and loosen them up. It's possible that the edge of the rubber sleeve is locking up the pivot point and preventing them from moving vertically.

If all else fails, remove the seat entirely and examine further.

Also, who do you know over the age of 2 who can ride in the poor excuse for back seats? LOL
 
Not sure what you mean. I have taken out the back seat and tried to move them side to side up and down trying to get them free in a n attempt to change their position but with no luck. Let me post a picture here with a more detailed explanation.
 
That looks exactly like mine, so I wouldn't say it's on upside down. I can't think of anything that would be jammed under the pivot points of both of them to keep them both down. Weird.
