Edmonton,
Recently when I did my inner and outer tie rods, I found a trace amount of fluid(not very much) in one of the inner tie rod boots. I believe I have overfilled the power steering reservoir slightly. Does this indicate the seals could be blown or will too much fluid just leak out? The steering seems to work fine.

The sign of p/s fluid in the boots means that the rack-n-pinoin seals are leaking and is not a normal condition. Rack-n-pinoin replacment would be needed. It seems like in your case of seeing a very small amount of fluid that your seals just may be starting to leak a little. I would not be too worried about it right now. Just keep an eye on your p/s fluid resevour level.
