is my ECU bad?

I bought a 91 gsx off a freind who hasnt had it running in about a year. I went to start it and got nothing, checked the spark and it wasnt gettings spark. I checked the power to the ignition coils and they were getting power to them just not getting power out of them(couldnt get power out of any of the coils). I figured thats what it must have been so I replaced it, well it still wont start. I read that two more causes could be the cam angle sensor and the ecu. I took the CAS apart and it looked fine. I had read on a post that if it was the CAS that I should get a check engine light and I dont. I even unpluged the CAS to see if it threw a code when it was unpluged and it didnt. This leads me to believe its the ECU. My question is has anyone else heard that the ECU would throw codes if it was the CAS? Also I heard that capacitor leakage was what usually caused the ECU to go. I took the case off and next to 2 of the capacitors had a sticky looking black substance surrounding them and I was wondering if thats what people were talking about. Please give me any info you can think of that could help.

id say you found the problem...and yea you will usually find black around the bottom...or going down the side...

I Have just went through the same problem as well.Same problems you had-No check engine light came on no matter what I tryed..I got no spark or fuel,but everything checked out when I tested them individually.I also had a bad computer ground that complicated things even worse(found that out when I took it to the shop).I had the ECU rebuilt for $250 locally with a warrenty and It took 3 days total.Had the ground fixed and I was up and running.If you look at the caps in the ECU and they have anything around them-get it rebuilt.Its just a matter of time anyways.Hope that helps...
 
Yep it looks like snot srounding you caps. Talk to a dsm wiseman steve is his name and username here. He gave me a great deal on repairing my ecu. Hes a super cool guy and will help you out for sure. I am not positive this is your proublem but I would say 90% sure. Never the less your ecu is going to go or gone if you have snot around the base or your caps.

...but if it were me, i'd have steve do it. He's has done a countless number of ecu's and has worked miracles. I have heard/seen nothing but good come from his work.
