I;ve been experiencing this issue with the engine not turning on a cold start. It takes a few tries but eventually it turns and starts up as normal. The car takes around 3-4 turns to start so I'm not sure if this is a starter issue.

I'm also experiencing some low alternator voltage which may be a cause of bad grounding. Would this have any effect on the issue?

To double check on that starter charge up the battery to 14 volts. Bad grounding plays a a big part. Go through your engine bay and check all your grounds or repair them.
