automatic seatbelt problem!

ok here is the problem i went out this morning and got in the car started it up and the auto seat belts went where they should(over my shoulder). fine! i noticed i had a bag in the car and desided i wanted to throw it out i opened my door and the f*cking seatbelt dosent go down i was like what the.... and closed it again and then opened it and still nothing. i manualy unhooked it and i noticed that seatbelt light didnt come on i turn my car off and the seatbelt goes down and by now i'm really pissed. whats the deal why wont it go up or down when i open and close my door? HELP

I started a post about my spastic shoulder belt about a week ago at http://www.dsmtuners.com/forums/showthread.php?s=&threadid=20750 and got some advice about fuse location, etc. Mine screws up in the summer !!! Not too many replies came... but read it anyway.
