I think my 95 tsi jumped time.

O.K. First of all I hope I am doing this right.I have never been a member to a site like this and I am not to good with computers either,so here goes.I just traded my 89 mustang for a 1995 Eagle Talon tsi.I know it is a 4cyl.turbo,automatic trans.front wheel drive.The car has 54,000 miles on it,and is bone stock(even the radio).The reason I traded for the car was to sell it,but after I drove it i think I am going to keep it.The owner of the car just had a new timing belt,all the other belts,an alternator and water pump put on a week before we actually traded.Here is where my problem starts.On the test drive the car ran great.The next day I drove it about 15 miles and went to work.When I got off work the car would not start.I couldnt hear the fuel pump working so I thought maybe it was out of gas(the gauge read about 1/8 tank) so I put gas in the car and it still did not start.I pulled the plugs to check for spark and they were soaked with gas but it is getting spark.I immediately noticed that it had champion plugs in it so i sent my brother to the local autozone and got some ngk plugs they gave me BKR6E-11.While he was gone I took off the cam gear cover and noticed that there were 2 marks on the gears(1 mark on each gear) and they were about 2 teeth off from being lined up.The belt was also pretty loose between the 2 gears.I am figuring the timing jumped so I never touched anything after that.I called the guy that owned the car before me and he contacted the shop that done the work.They said that if it the plugs were wet and the car was not starting that is probably what happened.My real big question here is why did this happen and what are the possibilities of something else being hurt from this?The car did not make any funny noises no bangs,backfires or knocks of any kind.It just wont start.Are these cars known for doing this or was it improperly installed(it has less than 50 miles since it was changed)?I made the trade because I thought it was going to be a nice car and I wouldnt have much trouble with it,since it had such low miles on it.I also have a 2001 Eclipse GT with over 100,000 miles on it and have only had to change the tps.
 
It's quite possible that it has jumped timing. If it jumped timing within 50 miles of the belt being replaced it CERTAINLY was not done right.

You can use that link to check and see if it jumped timing. If you have been turning the car over andt rying to crank it you could just use a compression tester to check the compression andt hat will tell you if you have jumped timing and if you jumped timing whether or not you have bent any valves.
 
Ok, you need to pull the cover and line up the marks according to the vfaq site.
If that passes, look at the auto tensioner to see where the little hole is in the plunger. If it's fully extended and the belt has just been changed, I would recommend removing the auto tensioner, compressing it and re-doing the adjustments. Before you remove it though, keep hand turning until all the marks line up. Maximum of 6 revolutions to do this.

Once done, do a compression test to rest my feeble old mind. Post results.

If that's good, spray some cheap, very volatile carb spray into the intake while someone is cranking. If it tries to start, it's a fuel problem. If not, it's an ignition/mechanical problem.
