Turn signal fuse blows, something's shorted

My mom's 98 eclipse gs lost it's turn signals and hazards.

Replace fuse, flip the turn signal switch and bam fuse blows with black soot inside meaning theres a short.

Replace fuse, press hazards and nothing, no lights, fuse doesn't blow.

All bulbs have been tested and work fine.

I'm guessing there is either a short between the fuse and a bulb? Flasher is blown shorted?

I've searched and everyone seems to have ok fuses. So they don't apply. Any help would be greatly appreciated.
 
New fuse, signals work fine now. It fixed itself. I think it was the moisture we had. Fog and everything was really heavy last night.
