No boost control

I just recently put an EVO III turbo from SBR on my '97 GST along with O2 housing and full 3.5" exhaust. Before I put the setup on my car, it had the stock T-25, but the guy had taken the ECU-controlled boost regulator off, so the only form of control was at 24 lbs. with the fuel-cut. Now I have a manual boost controller and fixed a small vacuum leak, but still no control over the boost. Anyone have any idea what else I could do to resolve my problem? I have looked into boost creep, but that does not fit the problem I have really, thought that maybe the wastegate actuator was bent, but you can apply pressure to it and it opens fine at 14 lbs. I am a stump and cannot figure this one out, does anyone have a suggestion?......thanks Josh
 
It's sounding like your actuator isn't working right. Check and make sure the vacuum line is connected to the wastegate actuator. If it is, make sure that the line isn't torn or otherwise damaged.
Post back what you find.
 
You DID correctly install the MBC, right? If it's hooked up backwards it won't control boost.

What was the actuator hooked up to if the bcs was removed?

Which mbc do you have and how exactly do you have it hooked up? In detail please.

What do you think boost creep is and why don't you think it fits your problem? i'm not doubting your knowlege, you have only given us "no control over boost" so some clarification is needed.
