will a bad or old fuel filter cause a hard startup?? my car is hard to start only when is cold like sitting over night. but today i put a new filter in but its still to warm to see if it solves the problem. also my ISC is very noisy when the key is in the on postion with the engine off is that normal
 
A clogged fuel filter could cause that. Another cause could be your ISC (keep the gas pedal fully depressed when starting, if it starts up perfect then it's likely your ISC), or the o-ring on your fuel pump fitting if it takes 10-15 seconds to actually turn over.

And what do you mean by that your ISC is 'noisy'? I've never heard mine make any kind of sound, except possibly a ratchetting noise a few seconds after shut-off (could be something else, never bothered to trace it).
 
i dont know how to discribe it but it makes a clicking sort of motor sound when the key is on and dosent stop til i turn the key off.
 
well today i tryed to start it up cold with the gas all the way to the floor and she started right up so im starting to think its the ISC but yet im getting a signal from it on MMCD while running.. ???
 
I am having a similar problem with 93 galant ls 2.0 SOHC. My ISC doesn't constantly tick, it doesnt make any noise at all when I am having my cold start problem. Im my case I noticed that if we leave the key in the on position for 5-10 mints then crank the car it starts right up. We also noticed that if we hear the ISC make a click and then ratchet up the car will start after that too. Most recently we noticed that during the no start condition the check engine light stays on, once it goes off )other lights are still on since key is in on position, the car again will start right up.

Was wondering if any of these symptoms apply to your problem as well. If you can let us know what your problem turned out to be and we will do the same.

Uh... a 'signal' from your ISC? Isn't it just a blind stepper motor? It takes 'move forward X notches' or 'move back X notches' signals from the ECU, and never sends anything back. This is one reason we get idle surge... when the motor is semi-broken (or fully broken) and can't move to the notch it's supposed to be in for one reason or another. Another being one hard-starting situation, as the ISC is supposed to fully open when the car is starting, to provide enough air to kick the engine over.
 
Not sure what shawny's problem turned out to be but mine appears to be fixed. I finally got hold of a service manual vs the crappy haynes book I had and found that when I cleaned the TB i had re-installed the Throttle Position Sensor wrong, thats one thing I fixed this weekend. I also set the idle and timing per the manual and since then the car starts normally cold or hot.

The car still idles a little rough especially when sitting at stop lights or when AC is on so I may still have a problem with the IAC but at least it starts like it should.

my problem turned out to be leaking cap in the ecm. i did replace them only to find out i have other contacts that are fried and cant be fixed so now im looking for a new ecm maybe an eprom not sure yet
