Only getting around 14hg vacuum .. thinking it should be like 18 or so. Ive tightend down all the uicp pipe clamps as tight as I could get them. Lower im getting ready to do. Around 4k car stalls, wont go above. Thinking really bad plugs, wires and 7 month old gas could be to contribute.. Would a leak at the o2/dp connection be considered a boost leak or a exhaust cause I have a tiny bit of air coming from there.

Spark plugs- NGK BPR6ES Gapped at .028"
Gas- Say goodbye to that 7 month old stagnant gas. Drain the gas and put some new good stuff in.
Tightening your clamps is not going to fix a boost leak. You need to run a boost leak test per www.vfaq.com You need to run a real boost leak test, with soapy water. Nothing else. Don't shortcut.
Don't worry to much about the O2 housing/downpipe leak. Later on, when you get this problem fixed then you can replace the gasket.

gasket is brand new.. has maybe 50 miles on it. just the flage on the end of the dp is kind of weird so you have to line it up just right and I thought I had it. Bought 7's cause Im runing 18lbs as soon as i fill her up again and this boost leak is gone.

What wires? Bosch, Magnacore, Accel ? Just gonna go with the bosch unless somone objects. Not super cheap but not super expensive. Gotta save for that fp green :)
