Coil pack reads 16 ohms, replace packs or wires first?

Hi, been having the stuttering problem that has been popular apparently. I checked my TPS and replaced my plugs already, and cleaned my throttle body. Now I checked the coil pack (used guide from 2gnt.com). I couldn't get a reading from the primary coil check, but the secondary check (testing the towers) read about 16 ohms, about 3 ohms above normal according to the guide. I checked my wires as well, and the contacts look clean (thats the only way I could think of checking the wires). So should I replace the coil pack, or just try swapping my plug wires first? Thanks.

Hi again. Well first of all the secondary should read 11,500-13,500 ohms from one tower to the opposite one (and then again from the adjacent tower to it's opposite one). The primary should read 0.51-0.61 ohms from the middle pin (on it's 3 pin connector) to each of the adjacent pins. To check everything at once (especially a real good test for the coil and plug wires) I suggest removing 1 spark plug at a time, reconnect it's plug wire/boot, and ground the spark plug's outer body (electrode) to the engine with a clamp or battery jumper cable. Have someone crank engine and watch the spark to see if it's weak, missing, or irregular. Then re-insert plug and go to the next one.
