Are both radiator fans supposed to run simultaneously?

So when my radiator fans kick on only one starts and then right before it shuts off the second one kicks on for about 5 seconds. To me this seems pointless and makes me think the fan is bad or there is a short. Is this common or is my assumption right?

One is for normal cool down. The other is for when the A/C is on.
So yes, if the car is warm, and you turn on A/C or the A/C Compressor pressure cycles, both will come on for a few sec.
