NO boostleaks, but still only ~12in vac?

Allright, we did a boost leak,and fixed a few small leaks. Re-pressurized the system and had no leaks. But now I STLL only see about 12in vac at idle. Any idea what might be causing this?
 
How is the car running(idle/cruise)?
What did you pressurize the system up to?
Do you know you have a properly working guage?

I see you have your ballance shafts removed.
Is the timing belt on correctly(if not, this could cause low vacuum)?
Put the engine at TDC and pull the upper timing belt cover off.
Using a straight edge, make sure the timing marks on your sprockets line up perfectly and are in line with the top of the head.

If they don't line up, there's your problem.
1. timing belt could have skipped a tooth
2. timing belt was put on wrong

Car is running/idling fine. Idle's ~800rpm's
pressurized system to 20psi when I did leak test.
Timing belt was just changed, like 50miles ago if that. The vac was that low before and after the timing belt change.
