Biss screw problem

Hi, My car has idle surge. I can completely eliminate it if I screw in the biss screw, but then my car idles too low and if I rev it, the RPMs will drop down and the car will die. I unplugged the battery to reset the ECU but it didn't make a difference. The further I let the biss screw out, the faster the idle surge becomes.

So I have a few questions:

1. Is there any way I can get the car to idle correctly so it doesn't die OR have idle surge?
2. How do I do that? (Starting point)
3. Is there some sort of method to setting the idle with the biss screw or do you just play around with it until it is close to where you want the car to idle?

My biss screw is extremely easy to turn. I don't see how it can stay in there without spinning around and adjusting the idle every now and then.

4. Even with a rubber cap on, what keeps it from spinning in place?

Does your biss screw still have the rubber o ring around it? Might need a new o ring.
 
Not that I can see. Would it be easy to see if I did have it? Is that what keeps the biss screw from turning inside that hole?
 
If you pull the Biss out it should have it on there but its proly pretty old. I would replace that since its very cheap less than a dollar. Air might be creeping past it and only stops when you have it snug in there which will not be enough for the idle.
 
I don't think there's a vacuum leak around the BISS screw. I've put my finger over the hole while the car was surging and it had absolutely no affect.

Any other ideas?
