Bushings frozen = shop on crack ?

So I'm trying to get my new suspension installed at a local shop, and of course they run into problems. They tell me that my rear bushings are frozen and they can't install the new suspension untill they find ( and charge me for ) a new set. The ones they are talking about are for the sway bar, or so they said. Would I be wrong in calling B.S..
