How to check if ECU is getting power?

1992 turbo AWD 5-speed. No mods. Won't start. Fuel pump is working and fuel is getting through rail. Injectors are not getting a signal to spray, there is also no spark.

When I turn the key to the "on" position, the CEL does not come on. From what I understand, this means the ECU is not running.

So, the ECU is either not getting power, or it has gone bad (I think). Is the ECU's only source of power the power wire that you tap for various electronics? (AFC, emanage, etc.)?

How can I check that connector to see if it is powering the ECU? What other problem could I have?

have you checked the fuse?

i checked the MPI fuse and the room fuse

maybe put a volt meter or test light on the positive wire that goes into the ECU in the harness. That should tell you if you are seeing power.
