why does my 1.8 act like it has a rev limiter why does it max out at 4000 rpms????

thanks dude but i fixed the problem i dont know how it was even starting but the distributer was 180 out i have brand new cap and rotor taylor 8mm wires and NGK plugs just put them in not too long ago. But it was the timing.
but i still have noise in the bottom end, when i rev it to say like 4500 and let off it goes down then it hits a spot around 2500 rpms and it sounds like its coming from (as your looking at the motor) from the middle to the left side.Sounds like someone threw a handful of sockets on my crank but just at the rpm....

think it could be a wrist pin???bad connecting rod?? or something???

oh yeah and one more thing can i unhook the balance shaft in my 1.8??
what will it do?
will it hurt it?

thanks
Alan
