1990Eagle won't tach up

Please help,

I have a 1990 Eagle Talon, it won't tach above 3500 rpm. I have changed everything I know to change. Replaced the TPS, IAC, fuel pressure regulator, crank position sensor, and nothing seems to help. Upgraded it to a 1992. Still won't tach up.

My 1990 n/t talon wont go over 3g on the tach... and i got a new cluster, unless your talking about your car not being able to pass 3500 its diferent

Yea, is it the car or just the tach?

Its not the tach when you get above 3500 rpm 's its like it has a retarder on the engine. It kinda acts like it won't take the gas. I have replaced numerous sensors and other engine parts to try to fix but nothing seems to help.

What parts have you changed? Plugs and wires would be where I look first.
