Hissing Sound form Turn Signal!

My turn signals in my car aren't functioning correctly. When I use the right turn signal it flashes quickly with only the front center light flashing, no tail. When turn the left turn signal on the arrow stay illuminated and it has this really loud "hissing" sound.

I replaced all my tail light bulbs just not and replaced the front below the headlights too. Does anyone have any idea what this problem could be caused from? I heard about this item called a "flasher" unit but where exactly is it located? Any help would be greatly appreciated.

I solved the problem of the hissing. I pulled the rear signal light and bent the prongs out to make a better connection. The only problems left are these.

The left front turn signal isn't working correctly nor is the right. The RIGHT rear signal isn't working correctly. I purchased new bulbs and bent the prongs in the front but I am still having no luck.

Any suggestions on how to fix these problems?

That being said - Clay have you tried using a voltmeter to see if you're getting anything to those bulbs when the turn signals are on? Let me get this straight -

Left signal on = left rear blinking "normally" or slow or fast or solid or not at all? And then front left does nothing or off or solid?

Right signal on = nothing at all from front or back or staying on solid even?
